President and Chief Executive Officer
Mr. Dombrowski has led the California Retailers Association, one of the most respected trade associations in Sacramento, since 1994. During that time he has developed and overseen the implementation of the retail industry’s legislative agenda in California, addressing such issues as credit regulation, garment manufacturing, privacy, alcohol and tobacco sales.
Prior to joining the California Retailers Association, Mr. Dombrowski spent ten years with Carter Hawley Hale Stores, Inc., later known as Broadway Stores, Inc., serving most recently as vice president of corporate affairs. In this position he was responsible for government affairs, media relations, and corporate public relations. From 1980 to 1984 he was with Hill and Knowlton, Inc., a leading public relations agency, working in the financial relations group in Los Angeles.
In September 1999, Mr. Dombrowski was appointed by Governor Davis as an employer representative to the five-member Industrial Welfare Commission, which has statutory authority to regulate wage and hour issues in the state, including the state minimum wage and industry-specific overtime exemptions. In March 2000, Mr. Dombrowski was named Chairman of the Commission.
Over the years Mr. Dombrowski has been active in a number of business and non-profit organizations, including the Business Roundtable, the California Business Roundtable, the Los Angeles Central Cities Association, and the Los Angeles Urban League. He received his degree in Journalism from the University of Wisconsin in 1976.

Executive Vice President
Pamela Boyd Williams is Senior Vice President of the California Retailers Association, which represents all facets of retail: department stores, supermarkets, chain drug stores, mass merchandisers and specialty retail. Prior to joining the Retailers in 1996, she was Vice President of Governmental Relations of the California Grocers Association, acting as chief lobbyist, managing ballot measure campaigns, overseeing the Association’s work on all legislation and regulations, overseeing the Association’s legislative publication, and managing nine internal Board and membership committees.
Williams has over 20 years of advocacy experience on both the local and state levels. Williams was the Director of Governmental Relations of the Central City Association of Los Angeles, an organization of Los Angeles-based “Fortune 500” companies. She has also previously worked for the American Institute of Architects, the California Postsecondary Education Commission, the State Senate, and she has operated her own legislative advocacy firm.
Active in the community, Williams has served as a Member of the State Public Affairs Committee; International Downtown Association Legislative Committee; Alliance of Businesses of Childcare Development; Dean’s Council, Graduate School of Architecture and Urban Planning; and on the Board of Directors of the Response Center, Cedars-Sinai Medical Center; and the California Private Elementary and High Schools Association. She also teaches legislative advocacy, bill analysis, and legislative communications to private and nonprofit groups.
Williams graduated cum laude from the University of Santa Clara with a Bachelor of Arts in English and a minor in Political Science. She has done graduate work at the University of the Pacific, McGeorge School of Law and California State University, Sacramento.

Director, Government Affairs
Mandy Lee joined the California Retailers Association in January 2012, where she serves as the in-house lobbyist, coordinates activities and advocacy for CRA’s Chain Drug Committee and represents the retail industry on other issues.
Prior to joining CRA, Ms. Lee was legislative director for Assemblyman Roger Hernandez. Previously she held positions with Senator Alex Padilla and Assemblymember Mary Hayashi.
Ms. Lee is a graduate of California State University, East Bay where she graduated cum laude in political science and pre-law studies.
Areas of Expertise and Responsibilities: Chain drug/ pharmacy/pharmaceuticals, including budgetary, legislative and regulatory; over-the-counter products and sales restrictions; tobacco; Green Chemistry; local plastic and paper bag ordinances; loss prevention; and energy/renewables.
